Kay is the Decarbonisation Manager at the Environment Agency, leading the organisation’s regulatory strategy for industrial decarbonisation across the energy sector. She oversees the Hydrogen and Carbon Capture Programme, supporting delivery of the UK’s clean energy and industrial decarbonisation goals.
Kay’s work focuses on developing and implementing regulatory approaches for hydrogen production, carbon capture and storage (CCUS), and emerging low‑carbon energy infrastructure, ensuring these technologies are deployed safely, responsibly and at pace. Her programme also leads on regulatory guidance for new energy vectors, including Battery Energy Storage Systems (BESS).
With more than a decade of experience in environmental regulation, compliance and enforcement, Kay has held senior leadership roles including Area Head of Business for Water, Land & Biodiversity and Area Environment Manager for Regulated Industries. Her background provides a strong foundation in risk-based regulation, infrastructure oversight, and operational delivery critical to ensuring that energy and industrial decarbonisation infrastructure is robust, resilient and secure.
Kay works closely with industry, government, and cross-agency partners to support the safe integration of hydrogen, CCUS and other low‑carbon systems into the UK’s industrial landscape, with a particular focus on safeguarding environmental protections, system resilience, and long-term infrastructure security.
