Mr. Osamu Matsubara is the Deputy Director General of the CCS Project Department at JOGMEC, where he is responsible for advanced CCS projects involving CO₂ transportation by ship.

Mr. Matsubara holds a Bachelor’s degree and a Master’s degree in Reservoir Engineering, and has more than 25 years of experience in the oil and gas industry. He has spent much of his career supporting Japanese private companies participating in oil and gas E&P projects through financial and technical assistance. In this capacity, he conducted technical evaluations, including reserve estimation and production forecasting, as well as economic evaluations for a wide range of projects across Southeast Asia, Australia, the Middle East, Africa, and North America.

Mr. Matsubara was also involved in the development of an offshore gas field in Malaysia through a secondment from JOGMEC to a private-sector company, gaining hands-on experience in project execution and operations. In addition, he spent six years engaged in methane hydrate research and development.

Drawing on his extensive experience, Mr. Matsubara is currently working to advance cross-border CO₂ value chains and support the realization of commercially viable CCS projects.
