Samuel Fox has built an accomplished career at United Utilities over more than a decade, underpinned by a PhD in leakage management from the University of Sheffield. He has progressed through roles in environmental planning and network strategy, leading complex partnership programmes and navigating operational challenges during the Covid period.
He has headed both water and wastewater strategy teams, shaping multi‑billion‑pound capital investment programmes as part of United Utilities’ £13bn plan to transform environmental outcomes and customer service. At a national level, Samuel also drives research to achieve zero water supply interruptions by 2050 and plays a key role in influencing regulatory and industry policy to enable innovation across the sector.
In his current role as Chief Strategic Planner, Samuel leads a high‑performing team focused on shaping a sustainable water future. He works closely with the Executive team, manages strategic relationships with regulators including the Environment Agency, Ofwat and Natural England, and leads nationally significant initiatives such as water trading. He also represents United Utilities on Water UK committees and serves as President of the Institute of Water’s Northern Branch, reinforcing his leadership and influence across the industry.
