Stephen is currently Head of Industrial Decarbonisation Delivery and Innovation in the Industrial Energy Directorate at BEIS, leading the programme to deliver four low-carbon industrial 'clusters' by 2030 and at least one net zero cluster by 2040. He also leads on industrial decarbonisation content for the forthcoming Net Zero Strategy, and has overseen the Industrial Decarbonisation Challenge which supports the deployment of low-carbon projects and enabling technologies in industrial clusters across the UK.

 

Prior to joining BEIS, Stephen held a number of senior roles across various government departments, including Head of Aviation Strategy at the Department for Transport and Head of Alcohol Strategy at the Home Office. He has also worked in a variety of policy roles in policing and criminal justice, and currently serves as a Magistrate on the South London criminal bench.
